If that Weird from RTR can be a format staple of 2 archetypes, this at least deserves a passing "meh" even if the mechanics that would make this card a real boy aren't there.

I was played because devotion and having a big butt, which this card has, plus some other junk. But those factors aren't relevant in this world where blue devotion doesn't have a cent to its name.

This card doesn't have as big a butt and costs three instead of two. The "other junk" it brings isn't good enough to match those two downsides.

fwiw, I'd say Mono-blue devotion is 1 good card or 3 bad cards from being competitive. I'd expect them to print something for it since wizards stated they didn't expect master of waves to be playable in Thero's block meaning that it probably receives support in this block.
