I'm not familiar enough with Modern or the current state of Legacy to categorically state one way or the other, but that is where you need to look to decide if it is worth investing in. See how frequently it is played in those formats, and if it sees a decent amount of play, pick 'em up. Part of the issue with cards like Snappy is that they are prime suspects for reprints in the value.sets like F:tV, CA, etc.
Also, there's an inherent fallacy in thinking of Magic as an investment if you aren't investing in reserved list cards. If you want to play U/x tempo and have a good time doing it, go ahead and buy 'em. It's a hobby, for fun:)
