You have to play the Bolt before Past in Flames in order to flash it back. Past only grants flashback to all cards in the yard at the time of its resolution. This is known as a "time stamp. " Any spells played afterwards do not gain flashback unless
you cast another Past in Flames (or flash it back with its own flashback cost).
Therefore, casting the Bolt from your hand after you cast Past in Flames and then trying to flashback the Bolt was an illegal move.
