Do we really care that much about Tarmogoyf that we want to bring in Relic to fight it though? Why dilute our deck for a 3/4 or 4/5? Can we not beat their clock?

You're absolutely right. Burn is capable of winning on turn 3-4. It's not enough time for a Tarmogoyf to really threaten you.
These kind of decks are what Burn preys on.
However, with that said, I think I'd like to have a Relic of Progenitus for BUG aggro since it runs Tarmogoyf, DRS, and even Tombstalker The graveyard plays a central role in that deck and if I'm stuck playing a long game against that deck, I'd like to have some
insurance.
Here's something I've found a little interesting: the reason why all of these recent lists are running Relic of Progenitus is because of Jon Thiel's 9th place deck at SCG Indianapolis. Every online and paper list I've seen since then has just been some mutation of Thiel's deck:

It's where I got the idea to run both Eidolon and Pillar when I went to go play some Legacy about a week ago. But I digress...
I believe that, right now, it's somewhat essential to have some GY hate in Burn. There's a lot of choices - Relic, Crypt,
Macabre, etc. Each has it's function. But you don't need them for the majority fair decks. You got to remember that whatever you sideboard in you're removing precious Burn spells with which you need to aim at your opponent's head, so you have to be absolutely sure that what's going in will either keep you from losing instantly or is going to turn a quite unwinnable matchup into a real chance.
