But that sort of highlights the problem, doesn't it. Report some of the actual fuckdiculous bullshit that goes on over there (ie. the Candy Crush thing) - nothing happens. Report some minor issue like this one - mods throw the book at the guy 0.012 seconds later.

I'd suggest mass-reporting his response to Kaze as trolling (ie. attempting to incite a negative response) but I'm sure it'd just 1) get ignored, and 2) result in some "abuse of the report function" infractions.
